MINDSHARE released a new study, which reveals that “non-program minutes” on broadcast networks did not increase last year. The average held flat, at 15 minutes per hour.

THE INTERPUBLIC GROUP will subscribe to TiVo‘s StopWatch service. StopWatch provides second-by-second viewing data, collected from samples of TiVo subscribers. IPG is the second subscriber.

YAHOO, HUFFINGTON POST, and SLATE will co-host two online, interactive presidential debates during the 2008 campaign. Users will be able to submit questions to the candidates, and rate their performance. Charlie Rose will moderate.

MTV has added a user-generated category to the MTV Movie Awards. Users will submit short comedic films via Yahoo.
