Is tech good or bad?

I just read a news story that has filled me with so many conflicting emotions I am having trouble describing them. The NYT article The Scientist and the A.I.-Assisted, Remote-Control Killing Machine describes an A.I.-assisted assassination of an Iranian nuclear scientist. I do not want to discuss politics; I want to discuss the technology and the implications.
